Mounds View Inflow & Infiltration

Mounds View inflow & infiltration requirements apply to every property before its title transfers. Under Ordinance 967 and the city’s H2OPP Water Preservation Program, owners must have the sewer lateral televised, submit the video for city review, and complete any required repairs within 90 days. Marvel Sewer & Drain is the city’s partner for lateral televising and helps Mounds View sellers move from inspection to Certificate of Compliance without delaying closing.

If you’re getting ready to sell, the sewer video should be one of the first items on your list. A failed review can hold up a closing, and repairs take time to schedule. Call 763-314-3148 to book your inspection now and keep your sale on track.

Mounds View I&I Program

Mounds View has offered city sewer service since as early as 1964. As the city pointed out in its Spring 2025 newsletter, that means many private sewer services are now close to 60 years old. Pipes that age are prone to cracks, root intrusion, and shifted joints that let groundwater into the sanitary system.

To address it, the City Council approved Ordinance 967, which took effect January 1, 2020, as part of the Water Preservation Program, known locally as H2OPP. The ordinance requires every property owner to have the sewer line from the building to the main televised, and repaired if needed, before the title transfers. The city’s H2OPP and Point of Sale page makes the responsibility clear: the lateral belongs to the property owner.

H2OPP has three stated goals:

  • Protecting groundwater from contamination
  • Conserving treated water
  • Reducing discharge into the storm and sanitary sewer systems

The program fits into a bigger picture of local investment. According to the Minnesota GreenStep Cities profile, Mounds View reconstructed about 26 miles of city streets beginning in 2008 and added rain gardens throughout the project area. Keeping clear water out of private laterals protects that public investment.

Mounds View Point Of Sale Sewer Inspection

The city lays out a specific sequence for sellers. Following it in order saves time:

  1. Submit the city’s Inflow and Infiltration application along with the $150 application fee.
  2. Hire a company to televise the sewer service line from the house to the main.
  3. Send the original video to the Public Works Department for review.
  4. Wait for the city’s response, which comes within five business days.
  5. Receive a Certificate of Compliance, or a Notice of Correction if repairs are needed.

The city lists Marvel Sewer & Drain as its partner for televising, at a rate of $145, though owners may hire any contractor they choose. Because we work with Mounds View’s requirements regularly, we know exactly what the reviewers need to see.

Sewer Camera Inspection Mounds View

Not every sewer video passes Mounds View’s standards. The city sets technical requirements, and footage that misses them may need to be redone. According to Public Works, the video must:

  • Move the camera no faster than one foot per second
  • Show each pipe joint for at least three seconds
  • Be the original camera file in .mp4 format

The city won’t accept YouTube links or a video recorded from another screen. Submissions can go by Dropbox, direct .mp4 file, or flash drive. Our technicians run the camera at the pace the city expects and deliver the original file, so your review can start without a do-over.

Under our Empowerment Guarantee, we also walk you through the footage before it goes to the city. You’ll know whether a correction notice is likely before the official review arrives.

Mounds View I&I Compliance Inspection

City staff look for deficiencies such as cracked pipe, offset joints, and tree roots growing into the line. What happens next depends on the result.

If the line passes, you’ll receive a Certificate of Compliance by email. It’s valid for twenty years and stays with the property, so the next buyer benefits too.

If the review finds I&I, you’ll receive a Notice of Correction by email. From there:

  • Repairs must be completed within 90 days.
  • The property can’t be sold or transferred until the repairs are made.
  • Closing in escrow may be possible when repairs can’t be finished first, so contact Public Works about that option.
  • A new Certificate of Compliance is issued once the repairs are complete.

Skipping the process has consequences beyond a delayed closing. A City of Minneapolis review of regional programs notes that Mounds View can fine sellers for noncompliance, starting at $100 and rising to $250 for the second and third fines.

Received a Notice of Correction? Call 763-314-3148 and we’ll help you plan a repair that fits your 90-day window.

Sewer Lateral Repair Mounds View

According to the city, repairs may include excavation or lining of the lateral. The right choice depends on what the video shows and where the damage sits. Common fixes include:

  • Trenchless lining of the full lateral to seal cracks and joints
  • Spot repair of a single damaged section
  • Excavation and replacement for collapsed pipe or damage near the foundation
  • Root removal followed by lining to keep roots from returning

One rule surprises many homeowners. Mounds View notes that plumbing codes require lining to begin at least two feet from the foundation, and pipe under the structure can’t be lined. If your video shows defects close to the house, we’ll explain how that affects the repair plan before any work starts.

Mounds View also posts our lining rates on its Public Works page, which gives sellers a transparent starting point for budgeting. We’ll still provide upfront pricing for your specific line after reviewing the footage with you.

Sewer Backup Repair Mounds View MN

Not every sewer problem shows up during a home sale. Backups after heavy rain or snowmelt often point to groundwater entering a damaged lateral or clear water connections inside the home. The city’s sewer backup guidance advises residents to call the city before calling a plumber, which helps rule out a problem in the public main.

Once the city confirms the main is clear, these signs suggest the private line needs attention:

  • Water rising through a basement floor drain during storms
  • Toilets that gurgle when other fixtures drain
  • Recurring clogs that come back weeks after cleaning
  • Sewer odors in the lower level

Sump Pump Disconnection Mounds View MN

Homes near Spring Lake, Rice Creek, and the low ground around Silver View Pond can see their sump pumps cycle often in wet seasons. A pump that discharges into a floor drain or laundry tub sends that groundwater straight into the sanitary sewer. We reroute it to a permanent outdoor discharge so the water stays out of the system where it doesn’t belong.

Sewer Inspection Before Selling Home Mounds View

Timing is the biggest factor in a smooth point-of-sale process. Sellers who start early have more options and less stress. A few tips from our experience:

  1. Schedule the camera inspection before listing, not after accepting an offer.
  2. Submit the city application and fee early so the review isn’t delayed.
  3. If repairs are needed, book them right away, since the 90-day clock starts with the notice.
  4. Talk with your agent and Public Works early if escrow might be necessary.
  5. Keep your Certificate of Compliance with your closing documents.

Buyers benefit too. A twenty-year certificate gives the new owner confidence that the lateral was checked and repaired when the house changed hands.
